1. RULES
The regatta
will be governed by the 2001-2004 Racing Rules of Sailing
(RRS) except as they are changed by the Notice of Race, these
Sailing Instructions and properly posted amendments on the official
notice board. The Regatta is designated a Category C event,
RRS Appendix 1.
2. ENTRIES
(a).
Any female may enter by completing registration and paying the
entry fee.
(b).
Lasers will be supplied by the St. Thomas Yacht Club to those
competitors who cannot supply their own.
(c).
There will be ? divisions:
Entrants may sail in singles and doubles divisions, except that
Gold Singles skippers may not skipper in the Silver Doubles
or Bronze Singles divisions, and Silver skippers may not skipper
in the Bronze Singles division.
(d).
Additional classes may be added at the sole discretion of the
organizing authority.
3. NOTICES
TO COMPETITORS
Notices to
competitors will be posted on the Official Notice Board
at the St. Thomas Yacht Club.
4. CHANGES
IN SAILING INSTRUCTIONS
(a).
Any change in the sailing instructions will be posted as stated
in paragraph 3.
(b).
The Race Committee may make oral changes to the sailing instructions
and the order of races on the water, communicated to all competitors
in their boats, before the warning signal of the race affected.
5. SCHEDULE
OF RACES

First warning of the day. Subsequent qualifying races will be
run. All skippers of Lasers, Sunfish and Aqua Fins will participate.
All skippers will sail Sunfish in the qualifying races.
1330 hours
Second warning of the day. Subsequent races will begin as soon
as practicable after the finish of the preceding race.

signal will be made after 1215 hours on the last day of racing.
The order
of races for each day will be communicated to the competitors
either by posting on the Official Notice Board,
announcing at the skippers' meetings, or orally on the water.
6. RACING
AREA
The racing
areas will be in the area of Great Bay for Bronze
class and Cowpet Bay for all others.
7. THE
COURSES
(a).
The diagrams in Appendix A show the courses that
may be used, the order in which marks are to be passed and the
side on which each mark is to be passed. The Race Committee
will display the course to be sailed on a board on the stern
of the Race Committee boat at or before the warning signal.
The letter "T" will designate the Triangle
course
The letter "G" will designate the Gold Cup
course.
(b).
After the start, boats shall not cross the start - finish line
except when starting or finishing.
8. MARKS
All marks
will be orange inflatable buoys.
9. THE
START
(a). Races will be started as follows.

Before each start, each boat shall sail close by the stern of
the Race Committee boat, on starboard tack, with the skipper's
bib clearly displayed, and hail the skipper's bib number to the
Race Committee. For breach of this rule, a boat may be protested
by the Race Committee.
10. THE
START - FINISH LINE
The start
- finish line shall be between a staff displaying an orange flag
or shape on the Race Committee boat at the starboard end and the
port end starting mark. The Committee boat may set a buoy off
its stern as a limit mark: if so, the buoy and its line shall
constitute part of the Committee boat. After the starting signal,
any boat crossing the start - finish line except when starting
or finishing shall be subject to protest. The Race Committee may
shorten the line after a start and before a finish.
11. GENERAL
RECALLS
After a General
Recall, the Warning signal for a new start will be made shortly
after the lowering of the First Substitute.
This changes RRS. 29.3.
12. BOATS
For those
competitors who do not bring their own boats, boats will be provided,
which shall not be modified in any way except that all fittings
or equipment designed to be adjusted may be adjusted.
13. BOAT
ROTATION
The Race Committee
may adjust the rotation process at any time.
14. IDENTIFICATION
OF COMPETITORS
While racing,
competitors shall wear numbered identification bibs, as supplied
by the organizers. The Race Committee may protest a competitor
if the bib on the skipper is missing, or worn in such a way that
the Race committee cannot identify the competitor.
15. SAFETY
While racing,
competitors shall wear life jackets. The Race Committee, in its
sole discretion, may assist a competitor who they deem to be at
risk or who is causing delay to the racing schedule.
16. BREAKDOWNS
(a).
Before the warning signal of a race, or within two (2) minutes
of finishing, which ever is later, a skipper who has damage
to the boat, her sail or injury to her crew may request a delay
to the next start by orally notifying the Race Committee, then
standing by near the Race Committee boat awaiting further instructions.
(b).
The time allowed for repairs shall be at the discretion of the
Race Committee.
(c).
After the warning signal for a race, the race will not be postponed
due to breakdown.
(d).
Failure to effect repairs in the time allowed, or breakdowns after
the warning signal which are not caused by another boat breaking
a rule of Part 2 or by another boat not racing that was required
to keep clear, shall not be grounds for redress, nor shall redress
be awarded for broken tillers, hiking sticks, tiller lines or
broken hiking straps.
(a).
In RRS 44.1, delete "720" and
substitute "360".
This changes RRS 44.1.
(b).
In RRS 44.2, change the title to "360 Degree
Turns Penalty" and delete the first sentence and
substitute the following:
"After getting well clear of other boats as soon after
the incident as possible, a boat takes a 360 degrees Turns Penalty
by promptly making one complete 360 degree turn in the same direction,
including one tack and one gybe."
This changes RRS 44.2.
(a).
On the Triangle course, boats finishing more than 10 minutes
after the first boat to finish shall be scored DNF. On the Gold
Cup course, boats finishing more than 15 minutes after the first
boat to finish shall be scored DNF.
(b).
The Race Committee may assign a finish position to a boat whose
position is firmly established. Boats so assigned shall immediately
return to the starting area for the next start.
(a).
In the event of a protest, competitors must hail "PROTEST"
during or immediately after the incident.
This changes RRS 61.1.
The Jury may decide not to hear protests where the word "PROTEST"
was not clearly hailed.
(b).
Protests shall be on written forms available at the Committee
Desk and delivered within one (1) hour after the time
of the last boat's finish of that day; Protests will be heard
in approximately the order of receipt as soon as possible.
(c).
RRS 66 is changed by adding the following:
"On the last day of racing, a party to the hearing
may ask for a reopening no later than one (1) hour after being
informed of the decision."
20. SCORING
The Low
Point Scoring System, Rule A2, will apply, modified so that
each skipper's series score will be the total of her race scores,
with her worst score discarded if six (6) or more races have been
completed. Four (4) races shall be completed to constitute as
series.
21. PRIZES
Prizes will
be awarded to each member of the crews placing first, second
and third in each division of the regatta. Other prizes
may be awarded, at the discretion of the organizers.
22. DISCLAIMER
AS
A CONDITION OF ENTRY INTO THIS REGATTA, EACH ACCEPT(S) SOLE AND
INESCAPABLE RESPONSIBILITY FOR THE MANAGEMENT AND SAFETY OF THE
BOATS THEY ARE SAILING AND AGREE THAT NEITHER THE ORGANIZING AUTHORITY,
THE RACE COMMITTEE, JURY, SPONSORS, NOR ANY OF THEIR EMPLOYEES,
OR REPRESENTATIVES BEAR ANY RESPONSIBILITY FOR ANY LOSS, DAMAGE,
LOSS OF LIFE, OR INJURY TO BOATS OR PERSONS WHICH MAY OCCUR, HOWEVER
CAUSED, BEFORE, DURING OR AFTER THIS REGATTA.
APPENDIX
A
RACE COURSES
The primary
race course, a Single Triangle, will be used unless otherwise
indicated, with the start-finish line in the middle of the windward
leg.
All marks shall be left to port. Marks will be orange inflatables.

The secondary
race course, a Gold Cup, may be used if time permits.
Start-Windward-Reach-Gybe-Reach-Windward-Leeward-Windward-Finish.
All marks shall be left to port. Marks will be orange inflatables.
